After being arraigned on 20 counts of sexual exploitation of a minor in May 2018, Luis and Andrea Ramirez showed up for a scheduled CPS visit to see their two children. The visit was anything but routine when the couple allegedly duct taped and tased a social worker and took off with their noncustodial children. Police body cam video captures the moments after the kidnapping where the social worker describes the traumatic incident.
